Republican Supervisor Kathryn Barger said the state must balance public health with "devastating social, emotional and economic impacts of this virus." Early last year, the state developed a system of color-coded tiers that dictated the level of restrictions on businesses and individuals based on virus conditions in each of California's 58 counties. Most counties will now go back to the most restrictive purple tier, which allows for outdoor dining, hair and nail salons to be open, and outdoor church services. Newsom imposed the stay-at-home order in December as coronavirus cases worsened. Under the system, a multi-county region had to shut down most businesses and order people to stay home if ICU capacity dropped below 15%.
The Regional Stay at Home Order would be in effect for 3 weeks after the trigger and instructs Californians to stay at home as much as possible to limit the mixing with other households that can lead to COVID-19 spread. It allows access to critical services and allows outdoor activities to preserve Californians’ physical and mental health. This limited closure will help stop the surge and prevent overwhelming regional ICU capacity.

Regions will remain in the Regional Stay at Home Order status for at least three weeks once triggered. Counties are eligible to come off the Regional Stay at Home Order after three weeks if their hospital ICU capacity projected four weeks out reaches 15 percent. Counties will return to the Blueprint for a Safer Economy tier determined by their case rate and test positivity after they are eligible to exit the Regional Stay at Home Order. Los Angeles Mayor Eric Garcetti on Thursday alsoissued a "Safer at Home" order, asking residents to stay home and limit all "non essential activities." ET Wednesday night, according to the California health department. Newsom said the virus is spreading in the community in 23 counties across the state.
The order will take effect at 10 PM Saturday, November 21 and remain in effect until 5 AM December 21. This is the same as the March Stay at Home Order, but applied only between 10 PM and 5 AM and only in purple tier counties that are seeing the highest rates of positive cases and hospitalizations. The Governor’s Office today established a timeline and process to continue winding down the various provisions of the 58 COVID-related executive orders, which suspended statutes and regulations to help the state and businesses continue operations during the pandemic. To ensure that impacted individuals and entities have time to prepare for the changes, the provisions will sunset in phases, beginning later this month, in July and in September. For example, the suspension of certain licensing requirements for manufacturers to produce hand sanitizer will end on June 30, as shortages are no longer a concern. Exactly how Newsom has arrived at his figures of 56 percent and 60,000 is not clear, but if his calculations are accurate, then this would mean a smaller percentage of the state’s homeless will contract the virus than the population of the state as a whole . “While California has prudently built a sizable Rainy Day Fund over the past ten years, the economic effects of this emergency are certain to mean that the state and its 58 counties will struggle to maintain essential programs and services,” he wrote. He also asked for assistance so the state can extend unemployment benefits beyond the usual 26-week limit, expand food assistance programs, resources for the homeless and tribal communities and boost childcare programs.
Verity Health Systems, the hospital's owner, filed for bankruptcy in 2018 and had been planning to shutter the hospital. If that happens economic restrictions will begin for those three weeks.

For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. It can cause more severe illness, including pneumonia, for some people, especially older adults and those with existing health problems. The governor said he doesn’t expect police will be needed to enforce his stay-at-home order, saying “social pressure” already has led to social distancing throughout the state. California’s 40 million residents should stay home indefinitely and venture outside only for essential jobs, errands and some exercise, Gov. Gavin Newsom said Thursday, warning that the coronavirus threatens to overwhelm the state’s medical system. Some more restrictions would be included if Kern were to fall below that 15 percent ICU threshold.
